If a major 'storm' damages U.S. citizens then the goverment might give you $750 If 'fires' burn down the neighborhood that you live in then the goverment will give the victims $700 But if a foreign country acts up, then the goverment will give billions of dollars (and if that is not enough) then just ask for more!
