If the scripture was written by a man who was anointed, Indwelt by YHWH Elohim, the Father. It can only be comprehended by a man who is likewise Indwelt by the Spirit of the Father.
It is written that YHWH does not change: "I YHWH do not change".
It is YHWH Elohim the Father, Who is also known as the Ruach Ha'Qodesh that Instructs. Men cannot teach the scripture [John 6:45]:
"These things have I written unto you concerning them that seduce you. 27But the anointing which ye have received of him abideth in you, and ye need not that any man teach you: but as the same anointing teacheth you of all things, and is truth, and is no lie, and even as it hath taught you, ye shall abide in him." I John 2:26-27

Could you elaborate? I'm confused. Your title would indicate that Scripture can only be understood by those who are prophets or prophetesses.
But the verse you used would be addressed to all those in the assembly.
1John 2:27 But the anointing which you received from him remains in you, and you do not have need that any one teach you: but as the same anointing teaches you about all things, and is true, and it is not false, and even as he taught you, remain in him.
This verse, addressed to al the saints at Ephesus, indicates that God gives understanding to them as they read.
Ephesians 3:4 while reading, you are able to understand my knowledge in the mystery of Christ
Perhaps you mean every believer/saint is a prophet.

I do not believe you have any idea as to what you are talking about.
How is the Father also the Holy Spirit, could you please elaborate seeing that you think you are an anointed prophet that is able to understand the Word of GOD Almighty.

To verify that no man who is a Son of God (Elohim) is taught by a man, you only need look at (Y'shua) John 6:45:
"It is written in the prophets, And they shall be all taught of God. Every man therefore that hath heard, and hath learned of the Father, cometh unto me."
"They" are the chosen sons of the Father. This is why Y'shua states in Matthew 25:34, "Come ye blessed of my Father, inherit the kingdom prepared for you from the foundation of the world"
In Romans 8:14-15, we see that
For as many as are led by the Spirit of God [Elohim], they are the sons of God. 15For ye have not received the spirit of bondage again to fear; but ye have received the Spirit of adoption, whereby we cry, Abba, Father.
Who is "the Spirit of Adoption"? It is the Spirit of the Father, Who is there to take us from our mother's wombs. This is the mystery of Y'shua coming up out of the water, after being baptized, the Father receiving Him [See Isaiah 46:3-4]
David speaks of this, in Psalm 22:9-10
"But thou art he that took me out of the womb: thou didst make me hope when I was upon my mother's bre-sts. 10I was cast upon thee from the womb: thou art my God from my mother's belly."
Go again to Romans 8:16, we see:
"The Spirit itself beareth witness with our spirit, that we are the children/offspring of God:"
The Greek did not use the word "children", they used "teknon" [G-5043] which means "offspring".
In I John 3:10, we see that God [YHWH] has offspring, and so does the Devil:
In this the children of God are manifest, and the children of the devil: whosoever doeth not righteousness is not of God, neither he that loveth not his brother." I John 3:10
If you go back to Romans 8:16, you see that the Two Fathers mentioned by Y'shua in John 8:38, have Two Spirits. Shaul writes that the Sons of God/Elohim, when they are born, did not receive the Spirit of the Bondage, which is the Spirit of the Devil, in them, but that we received the Spirit of Adoption, whereby we cry, Abba, Father".

Ephesians 4:11-16: It was He {Jesus} who gives some to be prophets, some to be evangelists, and some to be pastors and teachers, to prepare God's people for works of service, so that the body of Christ may be built up until we all reach unity in the faith and become mature, attaining to the whole measure of the fullness of Christ.... Speaking the Truth in **LOVE**, we will in all things grow up into Him, who is the Head, that is Christ. From Him the whole body, joined and held together by every supporting ligament grows and builds itself up in **LOVE**, as each part does its work!

Psalm 119 has 176 verses praising the Word of God. The Old Testament had 613 laws and the New Covenant of Jesus and His love has about 400 commands of LOVE which Psalm 119 also applies to. Some of my favorite verses is Psalm 119 are:
119:105: Your Word is a Lamp to my feet and a Light for my path.
119:97: Oh how I love your law, I meditate on it all day long.
119:148: My eyes stay open through the watches of the night, that I meditate on your promises.
119:164: Seven times a day I praise you for your righteous laws.
119:169: Give me understanding according to your Word.
119:2: Blessed are those who keep His statues and seek Him with all your heart.
119:11: I have hidden your Word in my heart that I might not sin against You.
Deuteronomy 4:2: God says, "Do not *ADD* to what I command you and do not *SUBTRACT* from it, but keep the commands of the Lord your God that I give you!!"
Deut 18:17-19: The Lord says, "I will raise up for them a Prophet like you from among their brothers; I will put My words in His mouth, and He will tell them everything I command Him. If anyone does not listen to My words that the Prophet speaks in My Name, I Myself will call Him to account."
John 14:23,24: Jesus says, "If anyone *LOVES* Me, He will obey My teaching. My Father will *LOVE* Him, and we will come to him and make Our home with him. He who does not love Me will not obey My teaching."
Revelation 22:16,18,19: "I, Jesus. have sent my angel to give you this testimony for the Churches.... I warn everyone who hears the words of this prophecy of this Book: If anyone *ADDS* anything to them, God will add to him the plagues described in this Book {Including **ETERNAL HELL**} And if anyone **TAKES WORDS AWAY** from this book of prophecy, God will take away from him his share in the Tree of Life and in the Holy City {The New Jerusalem}, which are described in this book."
I Peter 1:23-25: You have been born again.. through the Living and Enduring Word of God. All men are like grass, and all their glory is like the flowers of the field, the grass withers and the flowers fall, but the **WORD OF THE LORD STANDS FOREVER**. And this is the Word that was preached to you.

Think about it. Are we to think that the Word cannot be written without the anointing, the Indwelling of the Holy Spirit, and yet it can be comprehended without it?
This is a contradiction of wisdom and the scripture.
It is written in I Cor 2:14
You use the term "assembly", but what is in, in the Old and New Testament periods?
It is men in both, though this is not easily comprehended, due to the scripture being mangled and altered, in violation of the scripture itself [See Deut 4:2, Rev. 22:18-19]
But we have a sure guide in the scripture, which makes it very clear that the natural man, the man born without the Holy Spirit of Elohim, cannot comprehend the things of the Spirit, which must also regard the Word of Elohim:
"But the natural man receiveth not the things of the Spirit of God: for they are foolishness unto him: neither can he know them, because they are spiritually discerned."
You are correct, that the Word is addressed ONLY to those who are of the assembly.
It is here that there is great confusion.
Who constitutes "the Assembly"?
Is the Assembly Men, or Men and Women?
The Assembly was used to describe the chosen Sons of Israel [erroneously changed to "The Children of Israel"], in the Old Testament, period.
Israel physical was then and is now a mixture of sons of the Devil and sons of Elohim. This is perhaps the greatest mystery of the scripture. There are Two Israels in the scripture. You have Israel Ruchani, which is Spiritual Israel, and Israel Natural. Most people, because of a lack of anointing, do not comprehend that there are Two Israels, Physical & Spiritual. Oh, and then you have the corporate fiction "The State of Israel", which is purely myth. The scripture explains that there are Two that has to do with men.
In the period of time known as "the Old Testament period" when the TaNaK [Torah, Nevi'im,Ketuvim] was being written, it was not comprehended that the prophets were men who were "bachiyr", they were the chosen of Elohim before the foundation of the world, Who was walking in them, His Spirit resided in them. In fact, the mystery of the Serpent's Spirit and Elohim's Spirit residing in men, was not clearly comprehended. It was the natural men, born of the Seed of Abraham, that created the religion that was exposed by Y'shua to be an imposter. When He came to explain the mystery of men being born to be vessels for the Serpent and Elohim, to walk in, the Iudeans raised the accusation that Y'shua was "changing the writings of Moses and the prophets", when it was them who did not comprehend the scripture at all, and were merely telling people that it was Y'shua who was making the changes, though it was not.
Y'shua was telling the people that the men calling themselves "Pharisees and Sadducees", were Sons of the Devil, and not of God, because of their use of terms not written in the Word of Elohim. They had changed the Torah by adding strange doctrines about "Pharisees & Sadducees", which was not written in the Books of Moses, or in any Book by any prophet.
The men claiming to be "Israelites", "born of the seed of Abraham", did not comprehend that Abraham was a type of Elohim, Who had created the World to magnify His great wisdom by two parts, or parables.
Adam was the first men made in the image of Elohim, he caused Eve to give birth to the firsts two men born of the flesh, and born of the flesh and the Spirit. This is who Cain and Abel were.
Cain was a Son of Darkness, who slew Abel, who was a Son of Elohim. John the Beloved writes of Cain being "of the wicked one". Cain was a fleshly man, not a spiritual man.
This is why the scripture speaks of "the wicked" and "the righteous". The "wicked" are men and women, who are born only of the flesh. The Righteous are men and women were born, not only of the flesh, but also of the Spirit.
This is why Y'shua said, in John 3:5-7:
"Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God. 6That which is born of the flesh is flesh; and that which is born of the Spirit is spirit. 7Marvel not that I said unto thee, Ye must be born again."
The reference to "Except a man be born of water and the Spirit", refers to a man being born of the semen of a natural man, and the Holy Spirit, at the same time. There are references to this in the TaNaK, though I will not get into this. The reference to "That which is born of the flesh is flesh; and that which is born of the Spirit is spirit." points to the natural and spiritual aspects of a man of Elohim, when he is born. The Devil's male offspring, are only born of "water" or semen of a natural man.
It is the Father, YHWH Elohim, Who Instructs [which is what "Torah" means] His sons, while the Serpent [aka SaTaN and Devil] Instructs his sons.
There are Two Torahs, as their are Two Fathers of Men* [*See John 8:38].
In Romans 7 & 8 we see Shaul write of the Two Torahs, the Torah of the Flesh, and the Torah of the Spirit. He writes of them warring in him, one in his flesh, and the other in his inner man (or Spirit)
THE LAW/TORAH OF SIN IN THE FLESH:
"For I delight in the law (Torah/Instruction) of God after the inward man: 23But I see another law (Torah/Instruction) in my members, warring against the law of my mind, and bringing me into captivity to the law of sin which is in my members." [Romans 7:22-23]
THE LAW/TORAH OF LIBERTY OF THE SPIRIT:
"For the law (Torah/Instruction) of the Spirit of life in Christ Jesus hath made me free from the law (Torah/Instruction) of sin and death." [Romans 8:2]
This is why people are so confused about the scripture, they do not know that there are Two Versions, one spiritual and hidden and not comprehended except by the Holy Spirit, and the other which is the Serpent's version, "the spirit of bondage", which is pure confusion, for it tells all men and women that they can comprehend it, if only they want/desire/will. This latter version, of the flesh, led to the false church and all false doctrines being created.
This is why Shaul writes in Romans 8:15, that when men are born they receive one of the Two Spirits, of the Two Spiritual Fathers, in them. He tells the brethren, who are the Sons of Elohim, that "you did not receive the Spirit of Bondage, but the Spirit of Adoption, whereby ye cried, 'Ab'ba, Father' ":
"For ye have not received the spirit of bondage (SaTaN's Spirit) again to fear; but ye have received the Spirit of adoption (YHWH Elohim's Spirit), whereby we cry, Abba, Father."
Men who were chosen by Elohim before time, must be born of "water (semen of natural man - earthly Father) and the Spirit of YHWH Elohim," to enter into the Kingdom of Elohim.
This, the Two Spiritual Fathers Instructing Men carnally and spiritually, is what Y'shua was referring to in John 8:38:
"I speak that which I have seen with my Father: and ye do that which ye have seen with your father."
In closing,
Yes, the Sons of Israel were fleshly and spiritual, mixed together, to demonstrate True Spiritual Israel being mixed into "every kindred, and tongue, and people, and nation;" (Rev. 5:9-10) before the world began, from which we are to be called out of [Matthew 25:31-34]. This explains why some were prophets, others not.
We were hidden in women's ovaries and wombs before the foundation of the world, waiting to be called [Jeremiah 31:3, John 6:44]. Even before Eve sinned and all of her eggs died, and all of the eggs of the women who were hidden in her, died, throughout time, we were waiting to be born in each generation. NOTE: There are 1,000 generations of the Sons of Darkness (fleshly natural men) and the Sons of Elohim (natural/spiritual men) to be born [See Psalms 105:8].
It is the eggs of the ovaries of all women that are referred to as "the darkness", from which the chosen are called.

Because if only read it literally,people ca not understand EVERYTHING what it says.
Jesus was mostly speaking in the spirit and was hard for people to understand, even his disciples.
People who have not the Holy Spirit in them can't understand everything ... it can only be those in the spirit that can understand what it says in a spirit form in the Bible.
Prophets are they who hear from GOD not from the Bible only but also what GOD tell us today from His spirit to our spirit.
I am a true Prophetess picked by GOD and there is nothing I do not understand because in those part there is hard to understand do I ask GOD to tell me what it is about and HE answer me very quick, sometimes I do need to go to sleep to get the answers from HIM , my Father in heaven. Selah

This reminds me of the foolishness of egalitarianism [Equal Rights], and how the scripture proves that it is a doctrine of the damned.
Here is scriptural proof.
It is written:
"But the natural man receiveth not the things of the Spirit of God: for they are foolishness unto him: neither can he know them, because they are spiritually discerned." [I Cor. 2:14]
This puts to bed the idiocy that any man can just pick up the scripture and read it and comprehend it.
This goes hand-in-hand with John 6:44-45, and the demonic doctrine of evangelism. Men think that it is them who is to persuade a man to "accept Christ", and teach that a man may come unto Y'shua and ask to be saved, but this is not scriptural.
In John 6:44-45 we have the sacred doctrines that:
(6:44)"No man can come unto me except the Father which hath sent me draw him, and I will raise him up at the last day".
Well, that puts a hole, a HUGE ONE, in these false doctrines, that any man/woman can arrogate unto themselves salvation if only he/she wants.
There is no scriptural provision, for a man or woman to "come to Jesus". If they were not drawn by the Father, then they cannot come to salvation in Y'shua.
(6:45)"It is written in the prophets, And they shall be all taught of God. Every man therefore that hath heard, and hath learned of the Father, cometh unto me."
This puts to bed the false doctrines, that men can teach the Word of Elohim as a profession, and lead men to Christ. This is why there are so many different denominations and heresies being touted.

Only those who are indwelt by the Holy Spirit of the Father, or the Father Himself, can teach His offspring. He never trusts a man to teach His offspring. Furthermore, man cannot teach the Word, because it requires Inspiration, breathed-in truth.
This is why no one can truly comprehend the scripture if they are not anointed/indwelt.
The natural man, the man born only of the flesh, who has not the Holy Spirit of Elohim, cannot comprehend the first thing about the scripture, because he has not the Holy Spirit residing in him. He is dead though he be walking about.
Only the man or woman regenerated by the Holy Spirit, who resides in them, can receive that One-to-one revelation power and knowledge.
So, it does not matter if men tell other men, "You can understand the scriptures if you want", it requires the Inspiration of the Spirit of YHWH Elohim to breath life into those written words.
The Serpent's Seed cannot receive what is not written to them.
The Word of Elohim, is just that, it is His Word. He does not care about the liars who fashion demonic doctrines that tell men, "you are equal", and "you may all comprehend the Word of God if you want".
If a man or woman were not chosen before the foundation of the world as the offspring of YHWH Elohim, to receive Instruction on His plan of salvation, which comes by His Word, there is no means of atonement.

So, you would say only certain people have the Spirit, rather than every believer?
The letters are addressed to all believers, not just a select few. Not just a select few have the Spirit.
This verse, addressed to all the saints at Ephesus, indicates that God gives understanding to them as they read.

As Paul writes the saints at Ephesus, he indicates that they all have the Spirit.
Eph 1:13 In whom you also when you heard the message of the truth, the gospel of your salvation: in whom also when you believed, you were sealed with the holy Spirit of promise,
The Galatians, although in error, had the Holy Spirit.
3:2 This only I wish to learn from you, did you receive the Spirit out of the the works of the law, or out of the message of faith?
He didn't call in question whether they had the Spirit. And he expected that they would understand what he wrote.
The Corinthians had moral failings and they had the Spirit.
1Cor 6:19 Or do you not know that your body is the temple of the Holy Spirit who is in you, who you have from God, and you are not your own?
As part of his argument to call them away from sin, he reminds them that they have the Holy Spirit.
So, Scripture can be understood by every believer/saint, because each one has the Spirit.
