In Genesis chapter 6 it is Gods will to wipe mankind off the face of the earth, but Noah found favor with the LORD, so God did not wipe mankind off the face off the earth.
Since God does not consider the will of man, how can this be?

Here's another example of how God considers the will of man in order to "worketh all things after the counsel of his own will:" according to His purpose.
Mary was predestined to carry the Son of God in her womb. When Joseph found out that she was with child, he was ready to give her a quiet divorce.
Then Joseph her husband, being a just [man], and not willing to make her a publick example, was minded to put her away privily. - Matthew 1:19
God had to intervene... So he had to take into consideration the will of Joseph, who was going to divorce Mary, and work something out so that according to what He purposed would come to pass.
But while he thought on these things, behold, the angel of the Lord appeared unto him in a dream, saying, Joseph, thou son of David, fear not to take unto thee Mary thy wife: for that which is conceived in her is of the Holy Ghost. - Matthew 1:20
God worked it out according to His purpose and His will in spite of what Joseph had willed to do, which was divorce Mary.
