In Ephs. ch 2 the gift is salvation, the topic matter is not faith but salvation.
In Romans Ch 12, in regards to faith we know this is speaking to the church, or those already born again, when they accepted Jesus according to the word of God they believed and acted on what they heard and where saved, that is when they received the measure of faith.
Romans Ten tells us clearly how does one receive faith, by hearing and hearing by the word of God, notice faith comes and it wouldn't need to come if it was already there. this also reveals to us that faith is not general as a whole it is specific, and for faith on any subject one must first learn the will of God on the topic.
Faith for the new birth is very clear in Romans ch 10, the man's faith is revealed by his response to Romans 10, as is his unbelief.
John 6:39,44: Jesus says, And this is the will of Him who sent Me. that I shall lose none of all that He has given Me, but raise them up on the Last Day....No one can come to Me *UNLESS* the Father who sent Me draws him and I will raise him up at the Last Day!":applause:

Upon creation/birth God gives man everything/survivial skills he/she will need to live on earth, and it is up to each person to develop and cultivate those skills and spiritual gifts God has given.
God has given each person born A measure (which means a certain amount) of Faith to every creature born, but it is up to each person to take hold of, and to cultivate and grow their faith, so that one might go from faith to faith glory to glory.

The measure of FAITH here is not 'SAVING FAITH'.
This is common faith,which you have every day.
When you sit in a chair,you trust,believe 'faith',the chair will hold your weight.
That is not SAVING FAITH.

The Faith spoken here is able to change a person.
Unbelievers do not have this Faith.
Faith to trust Yeshua to save one from the wrath of GOD against sin,this is also given by YHWH.
Saving faith is not given to EACH and every person.
If this were true,then we would be called UNIVERSALISTS,not Believers in Yeshua.
