How does God join them together? Jesus said it is how God made them, from the beginning. He says for this cause God designed a female for the man and brought them together. The leaving and cleaving describes that specific "Relationship" with a female.
Excuding same sex marriage I'd say Yes all monogamous hetrosex marriage is created by God. What man does with it is another matter. Man has a way of messing up even the best things God has given him.

not by saying I do
not by magic words (vows)
God made them to fit together Physically, Spiritually, emotionally and sometimes mentally.

dear folks, i been doin a little more studyin on the subject at hand and have found an example of where we know for sure that GOD didnt arrainge this marriage..
i am speaking of david and bathsheba , who was the wife of uriah ..
this relationship started out in adultery..
2 samuel 11:3-5 3 So David sent and inquired about the woman. And someone said, "Is this not Bathsheba, the daughter of Eliam, the wife of Uriah the Hittite?" 4 Then David sent messengers, and took her; and she came to him, and he lay with her, for she was cleansed from her impurity; and she returned to her house. 5 And the woman conceived; so she sent and told David, and said, "I am with child."
now uriah had been gone some time with the army and had not been with his wife at home.. and so david sent for uriah and tried to cover up his sin by gettin uriah to go home to his wife so he would think it was his child and that way no one else would know of davids sin with bathsheba. and when he refused to go to his wife then david decided to have him killed in battle.. to send uriah to the front lines of battle and then to have the men retreat and leave him to die by the enemies hands.. after it was done ....
2 samuel 11:26-27 26 When the wife of Uriah heard that Uriah her husband was dead, she mourned for her husband. 27 And when her mourning was over, David sent and brought her to his house, and she became his wife and bore him a son. But the thing that David had done displeased the Lord.
as we can see in the last sentence there that what david had done displeased the LORD.. and so HE sent nathan to david to inform him what the LORD said...
2 samuel 12:9-10 9 Why have you despised the commandment of the Lord, to do evil in His sight? You have killed Uriah the Hittite with the sword; you have taken his wife to be your wife, and have killed him with the sword of the people of Ammon. 10 Now therefore, the sword shall never depart from your house, because you have despised Me, and have taken the wife of Uriah the Hittite to be your wife.
so folks are all marriages arrainged by GOD? no not all.
God did not arrange the sexual encounter or the killing but who else was Bathsheba to marry? The same as in our lives when a girl gets pregnant, we do the right thing and marry. Not always God's best for us but the fruit of what we have done.
God never wanted Israel to have a King, so because of their bad choices they had continuous war.
dear happy, as she hadnt told anyone else but david, i dont think.accordin to 11:5 .since she had only been pregnant a short while she could of married anyone and let them believe it was their child..
i believe GOD knew beforehand the choices they would both make.. HE allowed it but i dont believe it was arrainged by HIM.. and as you recall they paid a huge price for their arraingement..
